- Establish a lawful, trained, and accountable community vigilante corps


- Ward-based recruitment with traditional rulers


- Non abusive, intelligence driven operations


- Youth employment with discipline and purpose


2. STRONG PARTNERSHIP WITH SECURITY AGENCIES 


- Monthly Local Government Security Council


- Joint patrols with Police and NSCDC


- Faster response through shared intelligence


- No rivalry one security goal


3. PROTECTION OF LIVES AND PROPERTIES


- Neighborhood watch in all communities


- Security at markets, schools, worship centers


- Solar streetlights in flashpoints


- 24/7 emergency response teams


4. BORDER AND RURAL SECURITY


- Secure all entry and exit routes into Kanke


- Community border watch in frontier villages


- Seasonal patrols during farming and grazing periods


- Protection of farms and grazing routes


5. CONFLICT PREVENTION AND PEACEBUILDING


- Ward peace committees


- Strong role for traditional rulers


- Early dialogue to stop violence


- Justice through lawful processes


6. ECONOMIC SECURITY


- Safe markets and transport routes

PROFITABLE FARMING FOR EVERY WARD  - Organize farmers into ward-based cooperatives - Promote cluster farming for maize, potatoes, acha, beans and vegetables - Provide shared tractors, ploughs and sprayers managed transparently 2.
